Reporting to the Manager Divisional Operational Services, the Engineer will be a member of the team responsible for operations and maintenance, rehabilitation, construction, asset management and infrastructure planning related to the Toronto Water Trunk Sewer System, Municipal Construction, and the Infrastructure in Stream Valley Erosion Control program. The incumbent will work in a team environment with other City divisions, external agencies, developers, consultants, contractors, vendors, suppliers and internally with other sections of Toronto Water.


Major Responsibilities:


Technical Expertise and Accountability
  • As a member of the Divisional Operations Services management team, you will provide technical expertise, engineering knowledge and project management related to new construction, rehabilitation, and operations and maintenance for: the trunk wastewater collection system, erosion construction, emergency spill response in watercourses, and construction services.
  • Apply technical knowledge and understanding of structural design, applicable standards, and industry practices to the trunk wastewater collection system and erosion construction.
  • Interprets the requirements of the Ontario Building Code in the area of expertise using good engineering practice and judgements. Familiarity with Federal and Provincial regulations and requirements related to structures, construction, and health and safety, including the Occupational Health & Safety Act will be essential.
  • Reviews, assess and comments on structural, civil and geotechnical engineering drawings and documents submitted as part of third-party development, and transit expansion work applications. Identifies impacts on the trunk wastewater collection system, servicing needs, and upgrading/rehabilitation requirements, which may be necessary to protect Toronto Water’s infrastructure.
  • Reviews and comments on engineering design drawings as prepared by engineering consultants and the Engineering and Construction Services Division.
  • Familiarity with piling and shoring operations, as well as vibration and settlement impacts on structures.
  • Participates actively in the structural design of various municipal projects and provides guidance to technical staff engaged in such work.
  • Prepares and inspects drawings, engineering studies, reports, specifications, plans and cost estimates as they pertain to construction or modification of Toronto Water infrastructure, facilities and operations.
  • Provides technical support to operations supervisors by attending sites, checking/reviewing above and below ground structures, appurtenances and equipment, and their operation, and addresses any issues or concerns.
  • Conducts field investigations/assessments that include wastewater collection system underground infrastructure, confined space entry procedures, and varying field access conditions (i.e. confined, underground, uneven terrain, flood plains, parklands, downtown traffic, utility congestion, etc.)
  • Participates in identifying long-term infrastructure needs and the development of the multi-year trunk sewer rehabilitation capital program. Participates in the preparation of capital and operational budgets.
  • Prepares Terms of Reference, and selects and directs consultants/contractors undertaking professional and other service contracts for Toronto Water
  • Secures engineering and regulatory permits and approvals as may be required from internal/external agencies
  • Reviews and comments on wastewater collection system and watercourse flow bypass plans
  • Ensures that all assigned projects have satisfactory results and are completed within established timeframes and budgetary restrictions


Technical Innovation and Continuous Improvement
  • Keeps informed of, investigates, implements, and evaluates new work techniques, technologies, and performance standards
  • Conducts research into assigned area ensuring that such research/analysis considers developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government


Effective Communication and Managing Stakeholders
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning
  • Effective communication (verbally and in writing) at all organization levels. Be able to effectively convey technical information in a user-friendly manner.
  • Works collaboratively with consultants, contractors, internal City colleagues, external agencies, stakeholders, elected officials, and other internal and external clients.
  • Responds to enquiries from residents, consultants, external agencies, stakeholders, and elected officials.
  • Represents the City at meetings with external agencies, public meetings and discussion groups as required or directed
  • Prepares technical reports, Committee and Community Council reports and content for public education/communication purposes, as may be required
  • Assists the Manager and Senior Engineer in defining and allocating work and setting goals
  • Assists in hiring technical and operational staff



Key Qualifications:


  • A University degree in Engineering from an accredited University, or an equivalent combination of education and/or previous related experience and must be a qualified Engineer as defined by the Professional Engineers of Ontario.
  • A minimum of five (5) years of diversified experience as a Professional Engineer in either the municipal, civil or structural engineering field.
  • Experience in the design, analysis, construction, operations, needs assessment and planning wastewater collection systems (sanitary/combined/storm sewers including outfalls), retaining walls, and slope stability
  • Experience related to wastewater collection systems infrastructure condition rating, infrastructure needs assessment, life-cycle costing and renewal decision-making processes
  • Experience applying the Ontario Building Code requirements to infrastructure or the structural discipline.
  • Experience in the preparation of policy documents, technical reports, reports to council, briefing notes, and responses to inquiries by external agencies and the public
  • Possession of a valid Ontario Driver's License (G) and the use of a personal vehicle for site visits.
  • Ability to obtain a Ministry of Environment Wastewater Collection Class 2 Operator's License, issued under the Ontario Regulation 129/04 established under the Ontario Water Resources Act.


You must also have:


  • Knowledge of the Occupational Health and Safety Act, Construction Act, Ontario Water Resources Act, Environmental Assessment Act, Environmental Protection Act, Conservation Authority Act, Federal Fisheries Act, Clean Water Act, and Safe Drinking Water Act, and regulations that apply to the work.
  • Proficiency in various competencies including highly developed interpersonal skills, human relations, communication, negotiation, conflict resolution, project management, analytical and problem solving skills with the ability to interact and communicate effectively, both orally and in writing, with all levels of the organization and to forge solid internal and external relationships.
  • Extensive working experience with computer application software such as Microsoft Office Suite (Word, Excel, Access, PowerPoint etc.) or equivalent, CADD (e.g. AutoCAD & MicroStation), Geographic Information Systems (GIS; e.g. ArcMap) and modelling.
  • Experience in the development of Capital Budgets including planning, scheduling, prioritizing, and costing of projects.
  • Demonstrated knowledge and ability to plan, lead manage and implement multidisciplinary projects of various scope.
  • Demonstrated ability to manage multiple assignments and conflicting priorities
  • Ability to formulate sound engineering decisions and judgment
  • Knowledge of other related disciplines of engineering would be an asset.
